About the grant

This grant provides co-funding on the cost of engaging external consultants for 2 main types of consultancy projects:
  • Governance & Management and Organisational Effectiveness Consultancy Projects These projects aim to improve VWOs’ governance, organisation management e.g. strategic planning, financial procedures, HRM etc.
  • Service Consultancy Projects These projects aim to improve service delivery.

How much is given?

Successful Board Governance & Management Consultancy application is co-funded up to 80% of the supported costs or 80% of the actual expenses whichever is lower and the approved funding quantum is capped at $100,000 within a 5 years period per VWO.
Successful Service & Organisational Consultancy application is co-funded up to 70% of the supported costs or 70% of the actual expenditure whichever is lower and the approved funding quantum is capped at $200,000 over 3 years per project.

All NCSS member VWOs and MCYS funded VWOs can apply for the VCF Consultancy Grant.

How to apply?

Applications are accepted throughout the year.
All Consultancy Grant applications must be submitted to the VCF Secretariat at least 7 weeks before the VCF Evaluation Panel meets. Please refer to the VCF mainpage for updates on the VCF evaluation panel meeting dates.
View list of priority Governance & Management projects
Applicant VWOs need to submit the application form supported by detailed project specifications (Form H3), and 3 comparable quotations / proposals for all consultancy projects that are above $3,000. If the service consultant is the only provider of the service, please attach necessary supporting documents for waiver of competition.
Wherever possible, the applicant VWO should choose the best value choice, giving justifications if it is not the lowest.
If the consultancy project application is approved, the relevant NCSS department may schedule a meeting to set targets in the form of output measures and outcome indicators to monitor the benefits of the consultancy.

When is funding given?

50% of the approved funding amount is given up-front. The remaining cost of the project will be disbursed based on the actual expenditure and upon the receipt of the final reports (qualitative and quantitative).
