the VCF

The VCF was first launched on 22 July 2002 to strengthen voluntary
welfare organisations (VWOs) capabilities and to improve services
in the social service sector in Singapore. From April 2007, the
VCF has been extended for another five years till March 2012 for
NCSS member VWOs and MCYS funded VWOs.
The National Council of Social Service (NCSS) will continue to
administer the VCF.

Scope
of Funding

All applications must be clearly filled and completed, with supporting
documents (e.g. audited accounts) attached and submitted to:

Incomplete applications will not be considered.

Eligibility
Criteria
|
 |
| All NCSS member VWOs and
MCYS funded VWOs can apply for the VCF grants |
 |
| Projects or training that
have already been implemented or have commenced are not eligible for
funding. |
 |
| Applications for VCF funding must not include political
or religious proselytisation. |
 |
| Scholarship and traineeship are open to all Singaporeans
and Permanent Residents (PRs). |
 |
|
General
Funding Principle
|
 |
| VCF provides co-funding
for approved projects. The approved projects must not receive any
other sources of Government funding. |
 |
| An Evaluation Panel comprising representatives from
MCYS, NCSS and the People's Association will assess the applications.
The decision of the VCF Evaluation Panel is final.
The VCF Secretariat will inform applicants on the status of their
applications. |
 |
| Successful applicants are required to share the
findings and / or recommendations arising from the projects and learning
from training with MCYS, NCSS and other VWOs as deemed suitable. |

VCF
Panel Meeting Dates and Submission Deadlines
|
 |
| The VCF Evaluation Panel meets once
in every two months. All VWOs and training providers (submitting local
training applications for pre-approval status) are encouraged to adhere
to the time frame for submission of applications for the respective
grants. |

Due to the nature of Pilot projects and Social Service Research
projects, which typically require in-depth discussion between VWOs
and NCSS departments assessing the applications, VWOs interested
in embarking on such projects are strongly encouraged to contact
the VCF Secretariat early to arrange for preliminary discussion
/ exploration before submitting applications.
Generally, applications submitted for such projects by stated closing
date will not be ready to be tabled at the VCF Evaluation Panel
meeting immediately following the closing date, but at the meeting
subsequent to that. This is because project scope, funding amount
and output/outcome indicators will take time to be finalised for
recommendation to the VCF Evaluation Panel. e.g. A Pilot Project
Grant application sent in around 20 December 2007 will be presented
at the Panel Meeting on 2 April 2008 instead of 31 January 2008
for approval.
