About the Singapore Totalisator Board Social Service Fund

The National Council of Social Service (NCSS) has been appointed by the Singapore Totalisator Board to be the administrator of the Singapore Totalisator Board Social Service Fund (hereafter known as “the Fund”) for FY2007/2008 to FY2009/2010 (April 2007 to March 2010).
The Fund provides grants for critical and strategic social service programmes, new start-ups and capital funding in the social service sector to enable them to focus on service delivery, service standards, and being outcome focused in their work among the less fortunate.

Scope of Funding

The Fund offers grants in the following areas:
Category A : Social Service Programmes (recurrent expenditure)
Category B :
 B1 - New Start-ups
 B2 - Capital Funding (building, vehicle and other equipment)

Eligibility Criteria

The programme

 Should be registered with Commissioner of Charities, Registry of Society or Accounting and Corporate Regulatory Authority.
 Should be providing direct services, which are social service-related and contribute to the psychological and social well-being of the target clients (excludes health, direct financial aid, legal, sports, recreation and education, but special schools may apply).
 Should have General Reserves* of not more than 2 years of Total Operating Expenditure** (*General Reserves is defined as total reserves of the entire VWO less building cost and net book value of buildings.**Total Operating Expenditure is defined as gross expenditure)
 Should be willing to comply with the monitoring and reporting guidelines of the Fund and adhere to the minimum standards of the service it provides.
 Can only apply to the Fund within the same category ONCE in each financial year, except under extenuating circumstances.
 Should use the Fund ONLY to defray programme costs and not fund-raising costs.

Funding Quantum

Social Service Programmes(Not funded under NCSS Comchest) Up to 50% of approved Total Operating Expenditure (TOE), not covered by government or other funding sources.
New Start-Ups For VCF/ Go! Fund/ Comcare supported projects – Up to 50% of TOE not covered by VCF/ Go! Fund/ Comcare.

For non VCF/ Go! Fund/ Comcare supported projects - Up to a maximum of 50% of TOE not covered by government or other funding sources.
Capital Funding Building

For Govt supported projects

50% of costs not covered by Govt funding up to a maximum of $500,000, whichever is lower.

For non Govt supported projects
50% of approved total capital costs up to a maximum of $500,000, whichever is lower.

Vehicle (Per Item)
50% of costs not covered by government funding up to a maximum of $35,000, whichever is lower.

Non-vehicular equipment (Per Item)
50% of costs not covered by government funding up a maximum of $5,000, whichever is lower.
The funding is for a period of ONE to THREE years and renewal of funding for successful applications is not automatic.

Submission of Application

  1. Applications to the Fund can be made quarterly (April 07, July 07, Oct 07 & Jan 08)
  2. Applications must be fully completed with supporting documents. Only complete applications will be considered.
  3. Completed applications in hardcopy and softcopy (via email) are to be submitted to:

  4. The decision of the NCSS Services Committee is final.
  5. All VWOs are strongly encouraged to adhere to the deadlines for submission of applications. The forms can be found in the following links.
