Charity Registration for Social Service Agency |

| What is it about? |
 |
| Social service agencies may wish to apply for Charity status from NCSS, so as to be exempted from corporate taxes if agencies spend not less than 80% of its income on charities or charitable purposes in Singapore. |

| Application criteria and eligibility |
 |
 |
Organisations must apply for charity status if it is set up exclusively for the following charitable purposes: |
 |
 |
 |
- Relief of poverty,
- Advancement of education,
- Advancement of religion, or
- Other purposes beneficial to the community, such as:
- The advancement of health;
- The advancement of citizenship or community development;
- The advancement of arts, heritage or science;
- The advancement of environmental protection or improvement;
- The relief of those in need by reason of youth, age, ill-health, disability, financial hardship or other disadvantages;
- The advancement of animal welfare; and
- The advancement of sport, where the sport advances health through physical skill and exertion.

Institution of a Public Character (IPC) Status - to issue tax-deductible receipts for donations received |
| (formerly known as NCSS Charitable Fund Membership Scheme) |
 |
| What is it about? |
 |
| It is to allow VWOs to receive tax-deductible donations from members of the public. |
 |
| Application criteria and eligibility |
 |
| The applicant VWO must be registered with the Commissioner of Charities. |
 |

Licensing for Fund-Raising activities |
 |
| What is it about |
 |
All public fund-raising activities that involve house-to-house collections and street sales are required to be licensed by the Singapore Police Force's Licensing Division.
With effect from 26 December 2003, the Ministry of Home Affairs has granted NCSS an Exemption Order to the House to House and Street Collections Act. |

| Eligibility |
 |
Only the Community Chest and members of NCSS can apply to NCSS for an exemption of fund-raising permits. Non-NCSS members are required to apply directly to the Licensing Division for a fund-raising permit. |

Exemption of COE for VWO registered vehicle (COE) |
 |
| What is it about |
 |
| The COE Exemption Scheme allows VWOs to be exempted from payment of the COE/Prevailing Quota Premium (PQP) and Additional Registration Fee (ARF), for Category 5 vehicles (i.e. passenger vans/goods vehicles) that are used to run their direct welfare services. |
 |
| Application criteria and eligibility |
 |
Applicants must be:
- a member of NCSS or has the support of an overseeing Ministry, and
- a member of NCSS Central Fund or Health Endowment Fund or has been conferred the Institution of Public Character (IPC) Status.

Non-NCSS members: Please submit the following to Schemes & Provisions, NCSS. |

- The latest Annual Report or a brief write-up of your organisation's current activities/services/programmes.
- A copy of the Institution of Public Character status granted by Inland Authority of Singapore or Health Endowment Fund membership.
- A copy of letter/computer printout from Registry of Societies (ROS) or Accounting and Corporate Regulatory Authority (ACRA) as proof of registration as society or company.

| Approval |
 |
- The approval for COE/ARF waiver is valid for six months. The VWO should purchase and register the vehicle with the LTA within six months and submit the proof of registration to NCSS.
- The VWO should ensure that the vehicle be used for the stated purpose.
