NCSS SERVICES FOR ALL VWOS

Licensing for Public Fund-raising activities

What is it about

Under the House to House and Streets Collection Act, all public fund-raising activities that involve house to house and streets collections are required to be licensed by the Singapore Police Force’s Licensing Division.

Examples of these fund-raising activities include fun fair/bazaar/carnival, walkathon/jogathon/car rally, charity dinner, concert/performances, movie premiere, donation draw, charity auction, placement of donation boxes, charity golf, car wash, collection of items, pledge cards, street sales, Flag Day and donation of sale proceeds etc.

With effect from 26 December 2003, the Ministry of Home Affairs has granted NCSS an Exemption Order for the House to house and Streets Collection Act. Members of NCSS can apply to NCSS for an exemption of fund-raising permits.

 

Application for Exemption of Fund-raising Permit

NCSS members can submit an online application for an exemption of fund-raising permit at the VWO Corner.

Application has to be submitted at least 14 days before the commencement of the fund-raising project/event.

No processing fee is required.

Approval Timeline

The time taken for the approval of each online application is about 7 working days.

A letter of approval and the Collector's Certificate of Authority (CCA) will be issued with the approval.

Exemption of COE for VWO registered vehicle (COE)

What is it about
The COE Exemption Scheme allows VWOs to be exempted from payment of the COE/Prevailing Quota Premium (PQP) and Additional Registration Fee (ARF), for Category 5 vehicles (i.e. passenger vans/goods vehicles) that are used to run their direct welfare services.
Application criteria and eligibility
Applicants must be:
  • a member of NCSS or has the support of an overseeing Ministry, and
  • a member of NCSS Central Fund or Health Endowment Fund or has been conferred the Institution of Public Character (IPC) Status.

Note : For registration of new ambulances, please apply to the Ministry of Health.

How to apply?
NCSS members: Login to the VWO Corner to access the online application for COE/PQP/ARF waiver.
 Non-NCSS members: Please submit the following to Schemes & Provisions, NCSS.
  • The latest Annual Report or a brief write-up of your organisation's current activities/services/programmes.
  • A copy of the Institution of Public Character status granted by Inland Authority of Singapore or Health Endowment Fund membership.
  • A copy of letter/computer printout from Registry of Societies (ROS) or Accounting and Corporate Regulatory Authority (ACRA) as proof of registration as society or company.
Processing Fee
  • NCSS members - no charge
  • Non-NCSS members - $42.00 (w/GST) per application
Processing Time
  • About One month
Approval
  • The approval for COE/ARF waiver is valid for six months. The VWO should purchase and register the vehicle with the LTA within six months and submit the proof of registration to NCSS.
  • The VWO should ensure that the vehicle be used for the stated purpose.
