Funding for VWOs

NCSS FUNDING PRINCIPLES

NCSS funding is guided by the community needs for services and programmes targeting the disadvantaged groups and those who cannot afford to pay for social services. Periodic reviews of services are done to check for viability, effectiveness and relevance of programmes. Funding criteria are guided by the need to fill service gaps, to fund new and innovative services that meet community needs, and to fund existing services that are not able to attract other sources of funding.

To meet the changing needs of the community, NCSS will continue to establish service directions and funding priorities to ensure that public funds raised through the Community Chest are channeled to programmes that are relevant and critical to social services. This will also ensure that NCSS remains accountable to the public for the management and usage of public funds. The Enhanced Programme Evaluation System (EPES) is being put in place so that NCSS-funded Voluntary Welfare Organisations (VWOs) can report their programme achievement and thus remain accountable for the programme they are receiving funding for. The needs of the social service sector and of the community are constantly evolving and NCSS, as the national co-ordinating body of the social services, has to ensure that funds are being allocated to programmes that provide direct social support services.

NCSS funding criteria

The funding criteria is broadly classified into two categories:
Qualifying Criteria
  1. The agency is an affiliate of NCSS.
  2. The agency is registered with the Commissioner of Charities.
  3. The programme contributes to the psycho-social well-being of the target clients (excludes health, financial aid, legal, sports and recreation programmes.
  4. The agency is willing to come under the umbrella of NCSS development and monitoring purposes and to adhere to the minimum standards of the service.
  5. The Programme should have Institution of Public Character (IPC) Status.
  6. The reserves of the programme should be less than 2 years of its total annual operating expenses :
    • Reserves is defined as total reserves less building fund and net book value of building
    • Total operating expenditure is defined as the gross operating expenditure
Service-Related Criteria
  1. The programme has well-defined goals and objectives to meet existing gaps and clearly stated community needs. This has been ascertained with a needs assessment.
  2. The programme will yield desired outcomes for the target group. The service does not duplicate any others, which can be easily accessed by the target group in terms of eligibility criteria and geographical location.
  3. The target group of the programme is :
    • Poor
    • Disadvantaged
  4. The agency participates, contributes to and promotes interagency collaboration with other organisations, including NCSS, to provide needed services to the clients.
  5. The programme is effective and maximises available resources to meet the stated objectives and desired outcomes.
  6. The programme is not eligible for, or eligible but unable to obtain funding from other sources.
