Objective

The Computer Access Trust Fund was set up in July 2000 by the Infocomm Development Authority of Singapore (IDA) and the National Council of Social Service (NCSS) with the help of 7 companies/organisations, namely Shaw Foundation, Cisco Systems (USA) Pte Ltd, Lernout & Hauspie Asia Pte Ltd, Hewlett-Packard (S) Pte Ltd, Singapore Cable Vision Ltd, KnowledgeTouch.com Pte Ltd and Information Service Inc, as part of the SPED.com Project.
The sole objective of this Fund is to provide financial assistance to students with disability in special education (SPED) schools from low-income families to purchase computers and computer-related assistive technology for educational use at home.

Eligibility Guidelines

  • Applicants should be Singapore citizens or permanent residents. Only students with disability/disabilities currently studying in SPED school can apply. All applications must be referred by a social worker from a SPED School.
  • Applicants should be in the age group of 4-18 years of age. However for applicants who fall outside this age group, applications submitted will be evaluated on a case-by-case basis.
  • Applicants should be from low-income families who are assessed by social workers in special schools as being unable to afford the purchase of computers and computer-related assistive technology for educational use at home.
  • The per capita nett monthly household income should not be more than $1,000. The amount of subsidy is up to maximum of 100%, and will be determined based on applicant’s household income.
Funding will be for one-off requirement of equipment costing more $100.
Referring schools are to advise parents/guardians of applicants that there must be no resale of the equipment purchased, ownership of equipment purchased is not transferable and that the applicant is encouraged to use the equipment for educational use at home.
