Social Service Talent Development Scheme
 

The Social Service Talent Development Scheme (SSTDS) was launched in October 2011 with the aim of developing a pipeline of well-qualified, highly experienced and well-rounded professionals who would provide leadership for the social service sector. NCSS provides the secretariat support to administer the scheme with VWOs.

Objectives

The SSTDS aims to develop a pool of professionals who exhibit rich experience in social service practice, sound management and organisation skills, good understanding of policy matters and strong leadership competencies. Over time, this pool of professionals will grow to form the core of future leadership for the sector. 

VWOs can also work with NCSS to tap into a Talent Development Grant to develop staff who exhibit the potential to take on apex leadership or social work specialist roles in their organisations. The Grant provides funding for leadership and social work specialist training. In addition, the SSTDS Secretariat will facilitate work stints at MCYS and NCSS for VWO staff to gain experience in policy formulation and administration work. Eligibility Criteria

We are seeking the following individuals:

  • One who stands out among peers in the sector in showing:
    • Consistently strong performance, after having served some years in the sector, but is still in the early stages of his/her career;
    • High potential to grow into senior leadership positions either in management or social work functions; and
    • Right attributes and commitment.
  • From VWOs:
    • Committed to partner NCSS in developing and engaging talents; and
    • Has in place an organisation structure and culture that actively support career and professional development of staff.

Development Tracks

The SSTDS supports two development tracks - one to groom future leaders for agency head and director roles, and another to groom future leaders for social work specialist roles. Each track is supported by a development pathway that maps out the recommended milestone training and work exposure to attain the required competencies and experience.

Capability Building Initiatives

Other capability building initiatives will also be implemented by NCSS and partner agencies to support the professional development of social workers. Together, these measures will holistically meet the needs of attracting, developing and retaining talent in the sector.

Selection Process

VWOs may nominate eligible staff who fit the profile of the individual described, and shortlisted candidates will be assessed through tests and interviews. The SSTD Panel of Professionals, chaired by Dr S Vasoo, will make the final selection decision.
