| The Emergency Short Messaging Service (SMS) Helpline, or SMS 70999 for short, is a joint initiative between the National Council of Social Service and the Singapore Police Force to offer people with hearing and/or speech impairment an avenue of communication between them and the Police in times of emergencies. Five Voluntary Welfare Organisations (VWOs) - Canossian School, Disability Information & Referral Centre, Singapore Association for the Deaf, Singapore School for the Visually Handicapped and TOUCH Silent Club - are also partners of this initiative. |

| SMS 70999 is currently available to people with hearing and/or speech impairment who have registered with their designated VWOs. Members of the public who wish to subscribe to the service may register with the Disability Information & Referral Centre or the Singapore Association for the Deaf. The details are as follows: |

| To register, please bring along your NRIC or Passport/FIN card for foreigners, and documentation on your hearing and/or speech impairment. Minors (age 18 and below) should have their parent or guardian's consent indicated on the registration form. |
