The Developmental Disability Registry (DDR) is owned and administered by the National Council of Social Service (NCSS).

Application is open to all Singapore citizens and Singapore permanent residents. The Safe Return card is issued at the sole and absolute discretion of DDR-registered agencies, based on NCSS guidelines.

The Safe Return card is not transferable and may only be used by clients to whom the card is issued.

The benefits may only be extended upon presentation of a valid Safe Return card. The Safe Return card has no cash value.

The use of the Safe Return card is deemed as acceptance of the terms and conditions by NCSS and all participating companies.

The Safe Return card may not be altered, tampered or modified in any manner.

Lost or stolen Safe Return cards must be immediately reported to the registered VWO that had issued the Safe Return card.

The Safe Return card remains the property of NCSS and must be returned upon request. Misuse of the Safe Return card or its accompanying benefits may result in termination of the Safe Return card or withdrawal of benefits without refund or compensation.

NCSS reserves the right to modify the structure, benefits and other features of the Safe Return card , including these terms at any time. Use of the Safe Return card by a cardholder will be deemed as acceptance of any amendment to the benefits, terms and conditions of the Safe Return card. NCSS will not be liable for loss or damage resulting there from.

NCSS does not negotiate or guarantee prices or terms made by participating vendors to cardholders through the Safe Return card Benefits Scheme.

NCSS shall not be liable for any errors or omissions within these terms and conditions. NCSS reserves the right to final interpretation of these terms and conditions.
