VCF Info-Communications Technology (ICT) Grant
This grant provides co-funding for harnessing ICT to enhance service delivery and improve the operational efficiency of VWOs.
The items covered under the ICT Core Component Grant include:

Eligible VWOs will be provided with the shortfall in their basic ICT infrastructure based on the following manpower allocation norms:

1 computer per professional staff (eg. Executive Director, Social Worker, Therapist, Programme Executive, Admin Executive, etc.) |

1 computer for 2 support staff (Clerical support staff) |

4 computers to 1 printer |

1 broadband account per location |

Office Automation (OA) tools - VWO to decide on the total number of users and OA tools to apply |
The grant will fund up to 70% of the supported costs or 70% of the actual expenditure, whichever is lower. The VWO will need to co-fund the balance 30% of the cost.
Funding amount will be disbursed upon VCF's receipt of the reimbursement claim by VWOs, supported with certified true copy of the vendor's invoice and delivery order.

Only VWOs who are full members of NCSS or MCYS-funded VWOs are eligible for the ICT Core Component |

ICT infrastructure that has been purchased before approval is not eligible for funding |

VCF provides co-funding for approved projects. The approved projects must not receive any other sources of Government funding |
Application Procedures
Applications are accepted throughout the year. If the intended purchase value is more than $3,000, the VWO is required to obtain 3 quotations of comparable scope and submit them to VCFS as supporting documents.

Eligibility Criteria

All NCSS member VWOs and MCYS-funded VWOs can apply for the ICT Non-Core Component Grant |
![]() |
Projects that have already been implemented are not eligible for funding |
![]() |
The approved projects must not receive any other sources of Government funding |
![]() |
Successful applicants are required to share the findings and / or recommendations arising from the projects and learning from training with MCYS, NCSS and other VWOs as deemed suitable |

Projects must not include political or religious proselytisation |
Application Procedures
Applications are accepted throughout the year.
All ICT non-core component applications supported by detailed project scope and 3 comparable quotations for projects that are above $3,000 must be submitted to the VCF Secretariat at least 7 weeks before the VCF Evaluation Panel meets. Please refer to the VCF Evaluation Panel for the meeting dates.
