NCSS MEMBERSHIP

NCSS is established under an Act of Parliament as a membership organisation for VWOs in Singapore. NCSS members are partners of NCSS in improving the lives of the service users in the social service sector.

Types of Membership  

There are two types of NCSS membership:

a) Full - Any organisation whose primary function is to provide a bona fide direct social service which helps to meet existing needs of the community.

b) Associate - Any organisation which has an active interest in social service but which does not provide a direct social service as its primary function.

The type of membership to be granted to each VWO is decided by the NCSS Executive Committee.

Benefits of NCSS Membership

VWOs which are NCSS members are able to enjoy the following benefits:

a) Assistance and support in application for:
  • Allocation of Flag Day Slots
  • Association Liability Insurance
  • Civic & Community Institution Space
  • Composers and Authors Society of Singapore Ltd (COMPASS) Fee Concession
  • Exemption of Fund-raising Permits (under the House to house and Street Collections Act)
  • MediaCorp Sponsored TV/Radio Airtime and Print Advertisement Space
  • Microsoft Open Licence Programme
  • Pro Bono Consultancy Services
  • Rental of NCSS Facilities
  • Shared Services
  • SingTel Sponsorship Scheme

b) Funding schemes administered by NCSS (ie. NCSS funding and VWOs-Charities Capability Fund (VCF) - Include training subsidies for VWO staff)

c) Connected to a network of other VWOs and the latest developments in the social service sector.

d) Staff of NCSS members can enjoy subsidised rates to join the Civil Service Club as associate members to have access to facilities such as swimming pools, bowling and karaoke rooms at its three clubs.

NCSS Membership Criteria And Requirements

a) The VWO must be registered under the Societies Act, incorporated under the Companies Act or established by or under any written law.

b) The VWO’s objectives and mission are in line with that of NCSS ie. social services.

c) The VWO has been in operation for a continuous period of at least two years.

d) The VWO applying for full membership should have a structured programme and not ad hoc activities.

e) Financial statements need to be audited by an independent examiner/approved company auditor and submitted to NCSS.

f) The VWO has established sources of income and shows financial sustainability.

g) The VWO has a number of paid staff and/or volunteers to deliver the programme.

 

Requirements with Membership

In an effort to support our members better, NCSS would need all members to update on any new developments (ie. contact details, information on board members and programmes/activities) and submit the following documents within 6 months after the close of each financial year:

a) Annual Report

b) Financial Statements

Membership Fees

Membership is renewable on a yearly or three-yearly basis. The following fees* are payable by NCSS members :

Associate Member

$53.50

$144.45

* The membership fees are inclusive of 7% GST.

 

Application Procedures and Timeline

If your VWO is interested to apply for NCSS membership, please complete and submit the application form to NCSS in hard copy.

An acknowledgement will be sent out within 3 days, upon the receipt of your application and NCSS staff will contact your VWO on the application accordingly.

The processing time is about 2 months. No processing fee is required.

Completed application for NCSS membership will be tabled at the next available NCSS Executive Committee’s meeting, which convenes on a monthly basis.

The outcome of the application shall be notified via post.
