VCF Social Service Research Grant

This grant provides co-funding for research projects that aim to improve the efficiency and effectiveness of social service delivery. The research projects should examine social service-related issues. The findings and/or recommendations of the project should preferably have an impact on improving the delivery of social services or intervention programmes in Singapore.

Successful applications are co-funded up to 70% of the approved funding quantum or 70% of the actual expenditure, whichever is lower; and the approved funding quantum is capped at $50,000 for three years.

An additional 10% support will be granted for research collaboration between VWOs.

MCYS and NCSS led VWO capability building projects are supported, at two projects per year, up to maximum of $50,000.

50% of the approved funding amount will be given up-front. The remaining 50% of the approved funding amount will be disbursed based on the actual expenditure, upon the satisfactory assessment of the research report.

Eligibility Criteria

All NCSS member VWOs and MCYS-funded VWOs can apply for the VCF Social Service Research Grant

Multi-agency collaboration is encouraged. Collaboration between VWOs and MCYS or NCSS will also be considered

Projects that have already been implemented are not eligible for funding

The approved projects must not receive any other sources of government funding

Successful applicants are required to share the findings and/or recommendations arising from the projects and learning from training with MCYS, NCSS and other VWOs as deemed suitable

Applications for VCF funding must not include political or religious proselytisation

Application Procedures

Applications are accepted throughout the year.

All Social Service Research Grant applications must be submitted to the VCF Secretariat at least 14 weeks before the VCF Evaluation Panel meets.

Due to the nature of Social Service Research projects, which typically require in-depth discussion between VWOs and NCSS departments assessing the applications, VWOs interested in embarking on such projects are strongly encouraged to contact the VCF Secretariat early to arrange for preliminary discussion before submitting applications.

Applications submitted for such projects by the stated closing date will only be tabled at the next VCF Evaluation Panel meeting, e.g. a Social Service Research Grant application sent in around 11 Feb 2010 will likely be presented at the Panel Meeting on 3 Jun 2010 for approval. This is due to the time required for the proposed project scope, funding amount to be finalised for recommendation to the VCF Evaluation Panel.

The application form and required attachment (Form H4) are available.
