Community & Sports Facilities Scheme

 

In 2003, URA introduced the Civil & Community Institution (C&CI) scheme and guidelines for the integration of community facilities in private commercial developments. Under this scheme, the proposed uses must be compatible with commercial development and intended for public and community usage and not profit driven.

The scheme was subsequently revised on 2005 and 2008 to include selected public sports uses ("Community/Sports Facilities Scheme"). The list of community uses, to be supported by ministries/statutory boards/statutory bodies/government agencies include:

Sports facilities operated by NSA and supported by SSC

 

The C&CI space is rent-free and tenants pay a service fee each month for the maintenance of common facilities, and the relevant utilities charges.

C&CI Sites


In partnership with private commercial developers, NCSS currently facilitates the allocation and administration of five C&CI sites. These include:

Social Service Hub


The C&CI Space at Tiong Bahru Central Plaza and Liang Court were developed under a social service hub concept where co-tenant VWOs share the use and jointly manage the operations of the common facilities such as conference, meeting, counselling and activities rooms, and reception as well as pantry area. The Hub also promotes greater synergy in integrated service delivery, as the close proximity of the VWOs facilitates cross-referral of services, making it more convenient for service users.

 

Eligibility Criteria

 

NCSS members offering direct services (supported by MCYS/NCSS) to be provided at the C&CI premises. The tenant-VWOs must maintain NCSS membership and IPC status throughout the lease period.
