VCF Pilot Project Grant

 

About the Grant

 

This grant provides co-funding for pilot projects that either enhance an existing social service or meet an existing social service gap. Pilot projects that test out alternative service delivery models for new or emerging social services will also be considered.

 

Scope

Successful applications will be funded up to 80% of the supported costs, capped at $300,000 over three years per project. Pilot projects requiring capital funding (e.g. renovation costs, furniture and fittings costs etc.) can be considered for funding support of up to 30% of the supported operating cost (Other Operating Expenditure + Expenditure On Manpower).

Continued funding after the first year depends on satisfactory performance of the targets, outcome indicators and evaluation of the final evaluation report at the end of the first year. The first quarter's disbursement will be effected up-front upon VWO signing the VCF funding agreement.

Disbursement of subsequent quarters will be effected upon the receipt of the quarterly evaluation reports indicating satisfactory progress.

 

Eligibility Criteria

All NCSS member VWOs and MCYS-funded VWOs can apply for the VCF Pilot Project Grant.

Projects that have already been implemented are not eligible for funding.

VCF provides co-funding for approved projects. The approved projects must not receive any other sources of Government funding.

Successful applicants are required to share the findings and / or recommendations arising from the projects with MCYS, NCSS and other VWOs as deemed suitable.

Projects must not include political or religious proselytisation.

 

Application for Pilot Project Grant


Applications are accepted throughout the year.


All Pilot Project Grant applications must be submitted to the VCF Secretariat at least 14 weeks before the VCF Evaluation Panel meets. Please refer to the VCF Evaluation Panel meeting dates.

 

Due to the nature of Pilot projects, which typically require in-depth discussion between VWOs and NCSS departments assessing the applications, VWOs interested in embarking on such projects are strongly encouraged to contact the VCF Secretariat early to arrange for preliminary discussion before submitting applications.

 

Applications submitted for such projects by the stated closing date will only be tabled at the next VCF Evaluation Panel meeting, e.g. a Pilot Project Grant application sent in around 19 Aug 2010 will likely be presented at the Panel Meeting on 2 Dec 2010 instead of 7 Oct 2010 for decision. This is due to the time required for the proposed project scope, funding amount and output/outcome indicators to be finalised for recommendation to the VCF Evaluation Panel.
